I used an Rpi3 to install the driver and then wrote my own C program to use the sampled data. Therefore I *know* you can install the driver and I can't imagine why any other app that is designed to work with the driver could not be installed as well. The SDRPlay website has the non-windows workflow...

I downloaded and installed HDSDR from the SDRPlay site and it is working fine right off. I don't think I'm going to spend any more time with SDR# at this point. Honestly, I don't have the time for outdated software that is pesky to install. I've had enough of that back in the old DOS days

A working copy of SDR# Rev 1361can be installed by following this link scrupulously: https://www.rtl-sdr.com/rtl-sdr-quick-start-guide/ Then presumably you can copy the specified SDRplay driver to the same file, which should do the trick I think. I think I found my problem.
The IF Mode was set to Zero-IF when it should have been set to Low-IF.
