From what I have been told, they did not want to take the time to write a migration program that would read the registry settings of your existing installation and write out an ini file to be used by the new 1.3 version, so we are basically screwed on that. I don't really understand why it would be that hard for them to write a migrator that would read the registry and then write out an ini file.
This does not make for a very good user experience.
