You need an old version of SDRSharp, version 1361 or earlier, the newer versions will not support the ExtIO plugin which is available here in the downloads section of this site. Also the demod and tracker plugin you need must be the DotNet 3.5 ...

Version 1361 or thereabouts was the last version to support the SDRPlay receivers.
