Your ISP might be blocking ports. Call your ISP and ask them if the ranges SDR-Console v2.3 is using is blocked. Your router might not be configured properly as well. Best bet is to put the IP of that the "server" is on into the routers DMZ zone. The DMZ zone does not need any port forward...

If you are using the old PACKED version of HDSDR that has WINE embedded the new version will not work because the person who released it did not release it for the new version. Also note that when you use ports A or B the MW/FM notch is not enabled.

What is your location?
What is in your surrounding area? Solar panels? LED lights for the streets?

That looks like power line noise to me. How high up the band is the noise?
Did you put a rotor on the loop? How is it pointed?
