Noise floor will depend a lot on frequency and time of day - especially for the lower HF frequencies. Often radio amateurs talk about the noise level being S7 or even as high as S9 as particularly noise. S1 or S2 is 'quiet'...... You are seeing around S4 which sounds plausible - this wiki site maps ...
