When HRD uses COM10 you must specify COM11 in SDRuno (or vice versa). You cannot use the same COM port on both sides unless you use splitters. Which COM port emulator are you using? I assume that your TS590 is connected to a port COM 7 on your PC. Have you set up the TS590 in Omnirig Settings as RIG1 (or RIG2)? Such Windows driver hickups are difficult to comment from the "distance". As problems occur on two different PCs I suspect a failure in the USB cable or (hopefully not) the RSP.
