Have you tried SDR-Console V3 preview? It's a very nice app and Windows 10 is the author's preference OS. Try turning off the notebook's mains power supply and running it from it's internal battery, just as a test.
At the same time turn off any switch mode power supplies in the vicinity, they are notoriously bad for producing strong spurious signals.

To avoid confusion I forgot to point out: My Pi (os Jessie) is being used without it's graphic user interface so no processor power is wasted; openwebrx does not require the GUI for installation or operation anyway so it's pointless.
