Nice circle shaped loops! How did you bend the material? I never get mine perfectly round shaped. I think you should place the antenna higher above ground to get better results with the dipole. The crossed loops should deliver appr. 2.5 dB more SNR for frequencies above appr. 14 MHz. For frequencies...

I do not know all the changes.
One change for sure was the fix for SDRuno.EXTIO.exe which could not handle the WRPnfdc.dll in package 1.12 and terminated prematurely.
In 1.12.2 SDRuno.EXTIO.exe is working again.

A loop with this size should have appr. an inductance of 1.5...2.2 µH. I have a simple meter from http://www.morsex.com/aade/lcmeter.htm which does the job fine. The PE-Al tube is OK and a good idea. Important (for shortwaves) is big cross-section of the tube ( e. g. 1" or even more if possible). The gap at the "base" is not critical. Have a look at your HDSDR programme folder. Are there two dlls ExtIO_SDRplay_RSP1.dll, modified date 2016/12/23 ExtIO_SDRplay_RSP2.dll, modified date 2016/12/22 ? I think the easiest way for you is to download the package "HDSDR – version 2.75 Beta3" frome here and install it:
http://www.sdrplay.com/downloads/
Then you load HDSDR 276 from http://www.hdsdr.de and simply over-install it.

At 12v DC its poor and a mass of noise, Though at 4.5v DC it came alive with good to pretty good reception and low NF from around 5mhz to 27mhz.
