That's strange - I find my RSP2 very sensitive on 446 and I hear lots of activity. Those spikes don't look right though - does your USB lead have ferrites on both ends? I've found that the step size on USB is set to 100KHz randomly. I'm not sure what causes it.

Wow Gazzman, I'd never heard of the Wellbrook 1010. It seems to be basically similar to the 1530 but optimised for lower frequencies. Yes, the ferrite rod antennas in your portables are basically loops, so they do reject noise to a certain extent. but they are very small loops so as you say they don't pick up very weak sigs like a big loop does. Gazzman. Sounds like you have major local noise problems which can really complicate matters. I am in the same boat but much less severe. You shouldn't need a pre-amp on HF at all, as reception is limited by external noise. That's a strange one. I'm sure the team will be able to help, but as a first approach I'd do a reset (OPT menu/reset to default) to see if that clears it.
