Can anyone here on the forum please tell me If I can run SDRplay on a HP PC P-4 3.06 GHz 2GB of ram running Windows XP Pro? If so which software package? Or can I upgrade to Vista 7 on the box and pull It off? More ram?

P4 with two gigs of ram should be ok to run HDSDR.
I don't think you will be able to process a full 8 gig of bandwidth.
You would want to run the zero if mode at 1.5 with a bandwidth of 2 megs
If it starts to stutter in audio dropouts go into low If Mode and lower the bandwidth further
