May I suggest making the SDRPlayAPIService service demand start and have the SDRuno software request it to start and stop.
I don't want an extra service running when I'm not using the radio, so I've coded this workaround batch script. I start it Minimized and set the folder to the SDRuno installation folder.

There is a known issue with the RSP1 (not to be confused with the RSP1A) support in SDRuno 1.23 - for full functionality with the RSP1, we recommend staying on SDRuno 1.22 until the next release.

Once I got it installed and and set up, and if I don't tune it around too much, it seems like maybe 1.23 is delivering slightly better audio than 1.22 on the same stations.
Could it be that the phantom signals are just different because of the different internal choices for sampling rates, IF, etc. For what it's worth I normally use LOW IF.
If 1.23 is an indication, I'm looking forward to what 1.24 will bring to RSP-1 users like me.
