How do I make the SDR into a police scanner or ADSB receiver?

I know that radio reference.com will let you down load the list of police frequencies on their forum, I used to do it to update my radioshack scanner. But what software would I load that into? Would it work with sdruno or would it be a whole separate program that "drives" the sdrplay? How would I get the SDR signal to that software?

I'm also trying to listen to the ADSB which is the location data of airplanes. I saw a program that lets you google earth this info and it looks like you are looking out the cockpit of the air plane. Saw it on hak5 but they never post the second half of their videos.

Regarding ADSB, take a look here, if you are using a raspberry Pi

And here if you are on Windows (ADS-B dump1090)
http://www.sdrplay.com/windows.html

You can then download Virtual Radar Server from http://www.virtualradarserver.co.uk and see the planes near you in realtime :-)
You an use a Discone antenna, but a 1090MHz antenna for ADS-B will give you the best result.

Here is a screenshot from my setup, I am feeding both FlightAware and Flightradar with this setup.

So this is the part Im hung up on:
The easiest way to get started is to click on Start dump1090 from the Stat Menu (under
SDRplay/dump1090). This will start

0 with settings to output the received plane information t
o
the network ports.
A receiver
should
be setup in Virtual Server with the following information:
Format: Beast
IP: 127.0.0.1 (if dump1090 a
nd virtual server running on the same machine)
or set to the IP address of the
machine running dump1090
Port: 30005 (this is the default output port for beast data)

What is virtual server? Is this a windows thing or something you configure in the radar software? Does SDRUno run in the back ground and have to be tuned into the signals?
