NTSC Decoder

Does anyone know of NTSC TV decoder software for us folks in the USA? Something that will run on Win 10 and Play nice with SDRPlay ?
There is an ATSC decoder provided with GNU Radio. I am not sure about an NTSC decoder. I have tried to get ATSC working with my ETTUS B200 board. So far no luck. There needs to be more documentation, imho. I did get a spectrum analyzer working with GNU radio. I decode about 30Mhz of spectrum, without problems. Even have click tuning. The ETTUS board uses USB 3 for the link, very fast.
