EXTIO Plugin: 3.8.3

I am new to the SDR Play and this forum.
I am assuming the EXTIO Plugin and it's increased functionality will enhance
only the HDSDR software and not SDR-Console software?
A clarification of this would be appreciated.

That's correct. SDR Console has built-in "native" support for the RSP1 and does not need the .DLL.
