That's talking about the API and the correct link is http://www.sdrplay.com/downloads

Navigate to the OS you are using and then you want the API/HW Driver.

If you are using Mac then there are prebuilt installs for both the API and CubicSDR. If you are using another OS, then after the API/HW driver installation you will need to build...

SoapySDR
SoapySDRPlay
CubicSDR (possibly download a pre-built binary from the CubicSDR website)
