If it's in your ~/.bashrc file then it should be picked up all the time. You may want to log out or reboot for it to take effect.

I had rebooted several times but only when I ran CubicSDR from a terminal (which runs my ~./.bashrc file when starting) did it pick up the SDRplay: When I started from the Menu in X graphical interface, it did not detect my SDRPlay when starting CubicSDR.
I then added to /etc/profile:
# Export libs for SDRplay
export LD_LIBRARY_PATH=/usr/local/lib
Then it works perfectly.
I just rebooted twice to make sure.
The only way it works in graphical mode is if I put the export line in /etc/profile - at least in Arch Linux.
