Maybe I am being dense, but I don't see how to access more than one active SDRPlay through the SDRPlay ExtIO DLL. Can you please explain ?

You can run multiple instances of HDSDR - be careful though because the registry settings for both HDSDR and EXTIO plugin will be common to the 2 instances.
