If I understand you correctly, once you have moved the windows/panes/panels to where you want them, save the resulting "workspace"and I believe that this will then produce the effect that you want.
Of course you can have multiple such layouts by different names.

I'm afraid that the actual "arrangement" of the panels is a purely manual operation.
If you have already saved the "workspace" shown, you can rearrange as accurately as you can and save it again.
With regard to this topic; this may be of help:
On "Main" panel click "opt" - open user manual and see 3.9, which deals with workspaces and their management.

Try downloading the program 'Aquasnap', it is free for personal use and can be used to 'Snap' windows together and has a lot of features.

My main gripe is that only a couple of the windows can be 'sized' to fit. The others are fixed in size, making some arrangements impossible.

I agree.
However, I believe that I read somewhere, some time ago that the development team have the intention or ambition to try and make all panels sizable.
But that was, as I said, some time ago (not holding my breath).
It would be really useful.

Awesome tip, thanks Mike. I am testing the free version now, but plan to spring for the lifetime pro license.
