You have Memory Integrity protection enabled in Windows 10, you need to disable it. the SDRPlay driver is not compatible with this feature.

Indeed the mir_sdr_api.dll is the same as the November 2017 one, with the mir_sdr_rsp3_xxx calls instead as the new ones mentioned in the v2.13 API documentation.
