I went back and the signal clearly disappears when I move more than 2 blocks from the approximate source, so I do not think that the signal is a 'birdie'. I am very confused about what to do next.

I solved my problem. For the next person who tries, a normal micro USB to USB cable is not the same as an OTG (On-The-Go) USB adapter. Would anyone be willing to update us on their tablet models being used with the SDRPLay. I have found the Lenovo Yoga Tablet 2 to have undependable USB ports.

I have a parallel thread going on this issue. I spoke to Lenovo, they had me reload a number of drivers with no luck. Connecting the USB hub was a great idea. The hub did not see the tablet, so the problem is absolutely with the USB port.
