Yes, this is a known issue and will be fixed in the next release. Currently running SDRuno as Administrator is the best workaround.

Do I need to de-install the old files before installing the newer versions? Or do the newer versions overwrite the older ones?

So, how about a compromise? There are times I like to run with the AGC off and others to have it on, depending on what I'm up to. Some days, manually fiddling with the gains would be OK.
