Went back to my original setup for reference ,8mhz and 14mhz dipole (V for 14mhz and inverted V for 8mhz)with 1:1 balun and a MFJ-945D mobile tuner. And this of course allows me to cover all HF freqs very well and not surprisingly better than this mini-whip. Will experiment a little more with my set...

Bought a RA0SMS mini-whip and managed to get it working with my SDRplay v1. At 12v DC its poor and a mass of noise, Though at 4.5v DC it came alive with good to pretty good reception and low NF from around 5mhz to 27mhz. Gain setting was 40 no-LNA for SDRplay with HDSDR. I think your accessing L Band (1.5ghz) signals not C Band (3.6ghz). The Norsat 3220 LNB is a for C-Band reception 3.4ghz to 4.2ghz which down coverts the the 3.616mhz signals to the SDRplay. With the latest Win10 Pro version 1511 build 10586.164 ,The start.bat file didn`t seem to do anything at all regardless of permissions set.
