Strange QRM

I ran across something on 10010 kHz that I haven't heard nor seen before... Sounds, with USB interpretation, a bit like a fly buzzing around...

On a whim I fired up the University of Twente WebSDR, and I picked it up (very faint) there too!

Any ideas? Could this be some kind of voice jammer?

Sounds like a digital signal or jammer, but I can't identify it.
