Questions about HF and other weirdness

Currently I'm using a RTL-SDR version 3 but I am getting a RSP1A from Ham radio outlet via UPS tomorrow. Anyways with the RTL SDR you have to use a Q channel option. I was messing around with it tonight and that finding the same ham radio broadcast on 3.898 MHz and 32.698 MHz. Is that just some kind of false positive on 32.698 MHz. It's kind of weird. I'll be glad to get the SDRplay tomorrow.
