A downloaded it from the SDRPlay Download section, for to Windows.

Indeed the mir_sdr_api.dll is the same as the November 2017 one, with the mir_sdr_rsp3_xxx calls instead as the new ones mentioned in the v2.13 API documentation.

Correct, it hasn't been released yet. Last minute issue, will be released this evening.

This IS NOT backwards compatible with 2.11 - this release is primarily for developers to be able to add single tuner support for the RSPduo.
