HDSDR: Killing ALL AGC action question.

Restarting my RFI Captures, using a newer RSP1A. I seem unable to kill all AGC action. I have both ACGs off, the one in the tuner, and the one in HDSDR, am I missing one someplace else?
When a strong signal appears, the gain appears depressed. See attached image. As the main RFI source, (wide hooked signals), starts, the background levels appear to drop... This looks suspiciously like AGC to me. I have the two AGCs I am aware of off, any suggestions as to what is happening here, and how I can correct this? I am trying to get calibrated readouts here, and if AGC is happening, this approach won't work...
