Home made VHF/UHF antenna

This is made from solid copper wire about 18" for the long part and 5" for the little part. This was after a radio shack "VHF high/UHF" ant. I bought. The lower three parts are not connected but act as a ground plane. I tried grounding the lower parts but seemed to be the same. Anyway to improve on it? Since its just a general ant. to be plugged in when I listen to VHF and up so I didn't worry about the length. Are the lower parts too close to the actual antenna elements or do they just have to not be touching? Should the ground help or am I just adding a long wire to it?
